Plan Engineering was established and officially announced on July 13, 1994 in Turkey Commercial Registration Bulletin volume 3572 page 289.

Utilizing its expert and experienced engineering teams supported by new and advanced technical applications, Plan Engineering has completed all the projects on time with efficient costs and therefore thoroughly achieved a good reputation.
Plan Engineering is a member of World Bank - (DACON) and The European Bank for Reconstruction and Development (EBRD) consultants’ database (registration number: 151102) . Additionally, our membership of ADB (Asian Development Bank) DACON consultants’ database registration was completed in February 2002 (DACON Number: 001894). As for this, Plan Ltd. is pre-qualified as a consulting company for the projects issued by these foundations.
Project management consulting and supervision services are fairly new but fast developing concept in Turkey. Parallel to growing up in construction industry, the demand for management consulting has been increasing swiftly and Plan Engineering is involved as specialized particularly on construction and infrastructure projects. In participated projects, the progress is monitored closely by employing expert teams in construction site to achieve completion in accordance with contracts by using advance computer applications in project scheduling, budget control and cash flow diagrams. In fact, Plan Engineering. has served as project management consultant in completion of 422.000 m2 5-star hotels, 1.455.000 m2 residence, housing and 1.150.000 m2 multi-story, administration buildings, trade, shopping mall centers and airports constructions. Some of the projects involved are as follows:
* Adana Earthquake Emergency Reconstruction Project (TEFER) is one of the latest participated projects and covers the construction of 530 residences. This project had been completed in 9 months and presented by World Bank as a candidate to Best Project in 1999.
* HalkBank and IsBank Administrative Buildings are two giant construction projects which started service in the beginning of 2000. The total budget of these projects is over 200 millions dollars. Halk Bank administrative building is the largest of Ankara and covers 2500 m2 base area overlain by 34 storeys. Similarly, Is Bank administrative building is another giant covering 225.000 m2 base area and consists of two 35 story and one 50 story towers. In both projects Plan Ltd. has served as a project management consultant during 40 months of construction.
* Marmara Earthquake Reconstruction Projects (MEER) and (TERRA) cover more than 13.000 houses and trade centers in three different parts of Marmara Region. Started from August 2000, the projects were finished at the end of 2004.
* Esenboğa Yeni iç ve Dış Hatlar Terminali , prestigious Airport Construction in Ankara was started in March 2005, and it is finished in October 2006.
* Izmir Adnan Menderes International Airport Project is finished in mid-summer 2006.

* Project planning, scheduling and project progress monitoring
Plan Ltd. utilizes detailed CPM and linear
schedules which are highly useful in monitoring and controlling construction
projects. Proper planning and scheduling is a must for monitoring the progress
of the contract, identifying problems and delays during construction, evaluating
the causes of delays and taking the required precautions. Morever, monitoring
and updating the schedule is also necessary to control any construction project.
Plan Ltd. monitors and updates project schedules to reflect project progress
accurately.
* Project management and supervision
Monitoring and evaluation of project progress is essential for adequate control of a construction project. During the project, Plan Ltd. expert engineering teams provide consulting advice and contributes preparation of required documentation to keep the project under control, on time and on budget.
* Reviews
A pre-bid constructibility and biddability review enables to identify and modify areas of potential problems. Plan Ltd. reviews and analyzes bid documents for discrepancies, constructibility and biddability issues, and evaluates biddability in terms of clarity of specifications and appropriate assignment of risk. The review also identifies key contract specifications such as notice requirements and special scheduling requirements.
Plan Ltd. also reviews contractor schedules for logic, compliance with owner specifications and constructibility, and furnishes reports that include observations, evaluations and recommendations on a continual basis.
* Preparation of Play Book
The Play Book is an effective management tool that enables to monitor and document the construction process. Each Play Book consists of several plans of operations prepared by project superintendents / foremen. Plan Ltd. works with contractor project personnel to develop and prepare project Play Books containing detailed plans of operations for specific project-related tasks and more effective project control.
* Construction Claims Preparation and Analysis
Despite careful project planning and scheduling, claims and disputes on a construction project are sometimes unavoidable. In these situations, Plan Ltd. will work with owners, designers or contractors to identify and evaluate potential or actual claims conditions and provide support all the way through settlement. This includes litigation support or alternative dispute resolution, and expert testimony when necessary. For contractor claims, Plan Ltd. works with project personnel to develop a defensible, supportable claims document for submission to the project owner. This document will clearly present the actual conditions and the effects of such conditions on the project and will include a schedule analysis and quantification of the claim. Full litigation support and expert testimony services are also included when needed. Alternatively, should the contractor develop its own claim, Milestone will review and evaluate the claim documents for compliance with contract specifications and defensibility, provide a written report summarizing our findings and recommendations, and assist in any necessary modifications.
